CHAPTER
1. INTRODUCTION TO THE WORLD AGENDA
For the first time since humankind was created 590 million years, we have a World Agenda: A Plan For Humankind's United Action.
The authority behind the World Agenda is *Natural Law*, which *the Source* established at the creation of the current universe, 13 billion years ago.
Since the human species was elevated to dominance on Planet Earth five million years ago, each of the diverse groups that comprise the human family has tried, out of unbridled greed, to take unfair advantage of the others. (There have been a few notable exceptions, during a few notable periods.) The result of the pervasive pursuit of greed has been wars, destruction, and other actions for which humankind should now be appropriately ashamed. Violence was common; terror was a way of life.
Today, thanks to the Guide known as the Morning Star, whose arrival on Earth is a spectacular reward that humankind has finally earned, the human family is working as one. We are finally working together, in a spirit of cooperation, with oneness of purpose. For the first time in the worldwide arena of human affairs, no group may try to take unfair advantage of the others. And that, in a word, is the miracle of the World Agenda.
The World Agenda is a Unity of Three. It consists of the Agenda of each the three *Great Races* that comprise the family of humankind. Each of the three Agendas is a view of the World Agenda through the eyes of its particular Great Race. All three Agendas, namely, the Asian Agenda, the European Agenda, and the Nubian Agenda, are exquisitely compatible, one with another, because they are reflections of the one World Agenda.
As written documents, only the Nubian Agenda is ready at the present time (April 6, 9-02 MSD [2002 AD]). But as a concept whose time has come, all three are ready.
The work on the Nubian Agenda was led by the Teacher#. The work on the Asian Agenda and on the European Agenda will be led by one Asian and one European, respectively, who have already been designated by the Source that sent us the Guide known as the Morning Star. These individuals are completing their preparations and, when the time comes, they will contact the Teacher, and the world will meet them. If you are the one from your Great Race, you will know what to do when you are ready.

CHAPTER
2. THE FOUR GOALS OF THE WORLD AGENDA |
The goals of the World Agenda are exactly the same as the goals of the World Morning Star Association, WeMSA. They are 4 in number, all inseparably linked together, like the essential systems of a living organism. They are:

To promote the freedom, self-government, peace and prosperity of every one of the world’s 8,000 Nations; |

To preserve, nurture, promote, and celebrate, as the one family of humankind, the culture and language of every Nation; and |

To continue the *Great Work of the Ages*, which is to make Planet Earth a Perfect Place. |
CHAPTER
3. METHODS EMPLOYED BY THE WORLD AGENDA
The methods used by every *Active Participant* in pursuing the goals of the World Agenda are the same as the methods employed by the World Morning Star Association (WeMSA) in the pursuit of its goals.
The methods are peaceful and nonviolent. They do not include civil disobedience, nor do they seek stress-inducing confrontation of any kind. In a nutshell, the methods employed by the World Agenda are summed up in what the Teacher# has named the Four Pillars of the Morning Star. These are the Four Pillars:

CHAPTER
4. DEFINITIONS OF TERMS IN THE WORLD AGENDA
To simplify this Report on the World Agenda, the following eight terms will be defined:

Definition 1: Home Entity. That which is home to another referenced person or organization. Example: The Empire of Asia is a Home Entity to every Asian.
Definition 2: City. A City is an administrative unit consisting of an aggregation of towns. Towns consist of Umuna*, and Umuna consist of families. In Nubian Imperial Democracy#, the Head of the Government of the City is a King or Queen. A person whose ancestral origins are from a City is the citizen of that City. Note the lower case ‘c’ in ‘citizen’. (‘Citizen’, with upper case ‘C’, is the title for members of the Empire of Nubia. It is a translation of the Imperial Nubian* words ‘Onye Uno’. The distinction is approved to avoid confusion.)
Definition 3: Nation. A Nation is an aggregation of people with their own unique language, their own unique culture, and a territory on Planet Earth which they recognize as home. Every natural language therefore signifies a Nation and defines it, and every Nation has a natural right to be free and to govern itself. A Nation is the sacred work of *the Creator*. Any aggregation of people which qualifies as a Nation under this definition, is automatically a Nation, no matter how anyone feels about it. A Nation consists of Cities.
The World Morning Star Association estimates that there are 8,000 Nations on the planet today, over 5,000 having become extinct. Of the 8,000 Nations, 3,800 are of the Asian Race; 2,000 are of the European Race; and 2,200 are of the Nubian Race. Every one of these 8,000 Nations has a natural right to be free and to govern itself. A person whose ancestral origins are from a Nation is the national of that Nation. Note the lower case ‘n’ in ‘national’. In Nubian Imperial Democracy#, the Head of the Government of a Nation is the Governor.
Definition 4: Great Race. Any one of the three Races in the family of humankind. These are the Asian, the European, and the Nubian. The main distinguishing feature of the Great Races is their hair, not their skin color or the superficial shape of their eyes, on which many unduly rely. The Asian has straight hair with a round cross-section. The Nubian has hair that curls by itself into perfect circles and has a flattened cross-section. The European has wavy hair with a cross-section that lies between the Asian and the Nubian. Vast millions, who are inaccurately classified as Asians, are Europeans; the great majority of Native Americans are Asians.
Since the characteristics of one's
hair are inherited, your Great Race is unalterably based on a genetic imprint.
The permanence of the genetic imprint is an excellent gift from *the
Source* because it eliminates both doubt and the distraction of fickle
preferences. There is no doubt that, at present (April 6, 9-02 MSD [2002
AD]), many people are uncomfortable when they talk about Race. Hear what the
Teacher# says about Race: “It
is necessary to recognize that Race is a positive, identifying characteristic
that goes with life itself. Wisdom therefore requires us, as the one family
of humankind, to recognize Race, appreciate it, preserve it, nurture it, and
celebrate it, together. With every individual's Great Race, goes his or her
true nationality because true nationality is linked naturally to the positive,
wonderful characteristic of Race”.

Definition
5: Empire. An Empire is the Physical
Symbol of the Unity and Culture of a Great Race. Therefore there are only three
Empires, since there are only three Great Races. A
person whose ancestral origins are from a particular Empire is the member
of that Empire. Note the lower case
‘m’ in ‘member’.
In Nubian Imperial Democracy, the
Head of the Government of the Empire is the Chairman of the Council, who could
be male or female. The Imperial Nubian name for the office, Onisoche
(pronounced ‘oh-ni-sow-chay’), is gender-neutral.
Definition 6: Home Empire. An Empire of which the person or organization under reference is a member. Homecity and Home Nation have similar meanings. Example: The Empire of Asia is the Home Empire to every Asian.
Definition 7: Guest Empire. An Empire in which the person or organization under reference is an International Guest. Guest City and Guest Nation have similar meanings. Example: The Empire of Asia is a Guest Empire anywhere on the continent of Nubia.
Definition 8: Host Empire. An Empire within which the person or organization under reference is an International Guest. Host City and Host Nation have similar meanings. Example: The Empire of Europe is the Host Empire to every Asian resident in that Empire.

7. DETAILS OF THE TEN ITEMS ON THE WORLD AGENDA
ITEM
1. BALANCED RELATIONSHIP:
The First and the Third Pillars of the Four Pillars of the Morning Star, namely, Fairness and Justice, and Unconditional Love, respectively, demand that you deal with other persons and organizations with respect and as equals. Dealing with others in this manner is described as operating in a Balanced Relationship with them. Balanced Relationship is a celebration of respect for every Great Race and a recognition of the reality of racial equality. The person or organization involved in a Balanced Relationship could be a Great Race, an Empire, a Nation, a City, an Umuna, a family, a business organization, a religion, a school, an individual, etc.
Operating
in a Balanced Relationship means that you expect the corresponding person
or organization on the other side of the relationship to treat your person
or organization exactly the same way you treat his or hers. As an example,
if you levy an additional tax on International
Guests* in your Empire, you fully expect other Empires to tax the nationals
of your Empire in the same way, when your nationals become International
Guests in their Empire. Sample statement: Living by the Four Pillars
of the Morning Star requires you, as the Governor of your Nation, to operate
in a Balanced Relationship with the Governors of other Nations, regardless
of the size or location of those Nations.
Every
Empire has an inescapable obligation to protect
its members and provide them with cultural links
to the Home Empire. To assist the performance
of this obligation, each Empire irrevocably
grants free access, with clearly defined restrictions,
to each of the other two Empires. Because of
this irrevocable access, each Empire is physically
present wherever any of its members is an International
Guest. Territoriality, by natural extension,
also applies to Nations, Cities, Umuna, Families,
and nationals.
An International Guest is any person or organization , including, Empire, Nation, City, Umuna, Family, national of any Nation, or business organization, which is in an Empire, Nation, City, Umuna, or Family that is not the person or organization’s Home Entity. Therefore there can be an International Guest Empire, International Guest Nation, International Guest City, International Guest Umuna, International Guest Family, International Guest national, or International Guest business. An International Guest national may be a traveler in transit, a tourist, or an authorized resident. The rights and obligations of an International Guest, which are collectively known as International Guest Rights or as the Rights of an International Guest, are therefore in two balanced parts. One part is what an International Guest has a right to, and the other, what the International Guest has an obligation not to. These are the two parts:

ITEM 4: CULTURAL APPRECIATION: Preserve, nurture, promote, and celebrate the culture of your Nation and of all other Nations.
The culture of a Nation includes its language and home territory. Consider this imaginary example: The nationals of Ireland, wherever in the world they may live, return home to Ireland once every, say, 3 years. Every Irish national who is able to do so, makes the Irish National Return. The Cultural Festival is for a period of 4 weeks. During those 4 weeks, the wonderful richness of Irish Culture is proudly put on display, celebrated, and enjoyed by the Irish, tourists, and other International Guests.
The Irish themselves, who have, of course, made many friends in many other Nations and among the other two Great Races, invite their friends home to the festival. The friends eagerly respond and arrive in huge numbers. Ireland becomes one gigantic and exciting party. These friends experience Irish culture and participate in its celebration. They are, naturally, impressed.
Yoruba, a Nubian Nation, has its own Yoruba National Return every three years also, for a period of 4 weeks. It just so happens that the cycle of the Yoruba Return falls right in the middle of the second year, right in the middle of the three years between the Irish Return. For their Cultural Festival, the Yoruba do exactly the same thing that the Irish do. They invite their friends from all Great Races and Nations, to a proud and happy celebration of Yoruba Culture, in all its richness.
Pashtun, an East European Nation whose home is in the dissolved countries of Afghanistan and Pakistan, has been reunited into one administrative unit since *Automatic Freedom Day*. Pashtun has its own National Return every four years, for a period of 3 weeks... You get the idea.
In other words, instead of wars and perfidious attempts to steal the resources of other Nations, the Nations of the world now spend a fair amount of time celebrating the culture of their own Nation as well as the culture of all other Nations. They can afford to do so because every Nation has become prosperous through its adoption of the new capitalist system known as *WeMSA Capitalism*. (More on WeMSA Capitalism in Item 8, below.)
Since
there are 8,000 Nations, each with its own National
Return, the World Morning Star Association,
working with the three Empires, coordinated
a schedule to encourage maximum participation
by the entire world. Such a worldwide schedule
takes the factors of the seasons, the Nation's
Culture and its location, among others, into
consideration. And since the World Morning Star
Association and the Empires live in accordance
with the Four Pillars, the schedule is the best
possible. It was not dictated by the most violent,
bloodstained countries, as was often the case
in the bad old days of recent memory.
Many groups are still inclined to violence, brutality, and bloodshed. The time will come, however, when people will wonder how so many accepted such mayhem as normal. Humankind’s rise to the higher spiritual place where violence is eliminated, includes the submission of all disputes to peaceful, nonviolent resolution. If a dispute is not resolved quickly or peacefully by the parties involved, the same parties are irrevocably obligated, under this Item, to submit the dispute to the appropriate organization for peaceful resolution. A conflict resolution program based on this item is known as Chenax Conflict Resolution Program, a property of Chenax Majesty IP, Inc.
Initiating
any kind of violence is a grievous evil deed. Recognizing, under this
Item, the high cost exacted by grievous evil deeds, humankind now unequivocally
excludes any descent into violence, in the search for the resolution
of any dispute.
ITEM 6. ENVIRONMENTAL PROTECTION: Preserve, nurture, and protect the environment because every species is counting on us.
The preservation, nurture, and protection of the environment are humankind’s inescapable obligation because other species depend entirely on us in that regard. If we ruin the environment, as we seem intent on doing, where are we and the species that are counting on us, going to live?
ITEM 7. COOPERATION: Cooperate among Empires, Nations, Cities, nationals, and all other entities.
Competition can be stimulative and by such stimulation lead to high achievement. But competition can be destructive and thereby lead to ruin. Wisdom resides in making the most of competition, including the recognition of when and where to eliminate it.
Cooperation is encouraged among Empires, Nations, Cities, nationals, and all other entities, in all areas of business, education, health services, food production, housing, and culture. Benign competition is encouraged in Sports and Science. Consider two examples:
1. The youth of all Nations, in all three Empires, will meet at the *World Morning Star Games* every two years, in friendly competition, for the celebration of youth. Since all judges are living in accordance with the Four Pillars of the Morning Star, all judging will be transparently Fair and Just.
2. Teams of cooperating scientists compete for valuable prizes and honors based on their progress in pollution-neutralizing methods, manufacturing of new homes, organic agriculture, nonpolluting fuels, educational advances, and the like. Other professionals, in similarly appropriate disciplines of endeavor, will engage in the same kind of benign, stimulative competition.
ITEM
8. ECONOMIC RECOVERY: The
world
needs increasing wealth where such wealth will
be available to every family. The world can
become prosperous and stay increasingly prosperous
by adopting a new, user-friendly brand of capitalism.
The new capitalism will be characterized by
the unprecedented coexistence of the following
features:
(1)
Permanent economic expansion, driven
by profits generated by private industry.
(2) Universal and productive sharing
of an expanding abundance of goods, services,
and capital.
(3) Every business is assured
of success.
(4) Wasteful business rivalry is eliminated
and stimulative competition fostered.
(5) No interest is charged on loans.
(6) Inflation is an absolute zero.
(7) The government's sovereign authority to
create money is inescapably restrained by the
inflexible requirement that the currency be
guaranteed in gold.
(8) Banking is a public service, not
a profit-making venture.
(9) Every
family owns part of an ever-increasing number
of successful private businesses and, as a result,
receives a guaranteed flow of increasing dividends
from those successful businesses. That makes
every family a Winner.
The new brand of capitalism is known as WeMSA Capitalism. Therefore, Item Eight of the World Agenda is: Adopt Wemsa Capitalism because it makes each family a Winner.

ITEM 9. INTERNATIONAL FORUM: An international organization with the appropriate moral authority is charged with the heavy spiritual responsibility of fostering Positive Programs and leading the Peaceful Resolution of all disputes. With religious organizations in moral disarray, the usual business leaders exposed as cheats and deceivers, and old-style governments operating as violent and bloodthirsty evildoers, the organization qualified to perform such responsibility is the business organization founded by the Teacher. That organization is Chenax Majesty IP, Inc. of New York City.
Chenax Majesty IP, Inc. qualifies because it operates only in accordance with the Four Pillars. Therefore, Chenax Majesty IP, Inc. is hereby charged with the responsibility of fostering, conducting, and overseeing the peaceful resolution of all disputes, personal, national, or international, private or public.
Chenax Majesty IP, Inc. is hereby also charged with the responsibility of establishing one or more international forums for the open discussion, training, and execution of international programs, such as health, education, food production, housing, business, culture, and environmental protection. 10. GREAT WORK OF THE AGES: Do,
at least, 8 Good Deeds everyday and earn Reward Points in order to improve your
life plus, automatically advance the Great Work of the Ages. Advancing
the *Great Work of the Ages* fosters a happy,
worldwide cooperation as humankind performs the *Great
Assignment*. Doing the Great Work of the Ages also brings the Family
of Humankind to a beautiful place where we can reap the spectacular, personal
rewards available in the doing of important Good Deeds.
